Use your favorite cake recipe. I just made a devil's food cake from a box. Once the cupcakes are baked and cooled, now comes the fun part. You can make your own icing from scratch, buy a can and add food coloring, or they make it really simple now with icing in the pouches and you buy the color you want. For this, I made my own icing and added the green food coloring until I got the color where I wanted it. Tips: You want a medium consistency so the grass stands up and the color does intensify in 1-2 hours. If you are using store-bought icing and coloring yourself, get the desired color, then refrigerate the icing to stiffen it up before piping. (If not your grass will fall). Then I used a star tip for the grass. They do make a specific grass tip you could use if you have it too. Then I added the Peeps and M&Ms. I had a really festive dessert for Easter that looked like it came from a bakery but in fact was really easy!
This is from 2014: This year I'm letting my 8 year old decorate them on her own - store-bought green icing with the tips attached. This mama with 5 month old twins is taking some shortcuts this year!!
